On election night 1994, the GOP actually picked up 56 Democratic seats, but lost four of its own for a net gain of 52. This heavily Democratic district was one of them, which was won by Patrick Kennedy. Kennedy announced his retirement from Congress last year, and both parties recruited strong candidates. Providence Mayor David Cicilline ended up victorious in the Democratic primary after a surprisingly close race.
Cicilline has been continually dogged by allegations of incompetence while mayor, and he faces a strong challenge from Brendan Doherty. Still, this is an overwhelmingly Democratic district, and absent a wave it's tough to see Cicilline losing.
